Insurance giant, Chubb, just became the first US Insurer to limit coverage for oil and gas drilling in protected areas and is demanding that clients cut their methane emissions.

Last week, Chubb became the first US insurer to limit coverage for the oil and gas industry, with new restrictions on insuring oil and gas extraction in protected areas and criteria for methane emissions reductions. While Chubb’s policy is a significant step forward, it lags behind best-practice oil and gas policies from leading insurers like Allianz, Aviva, Hannover Re, and Munich Re.

To date, 14 insurers have adopted restrictions to curb their underwriting for oil and gas projects and/or companies, but your company is providing unchecked support for the expansion of oil and gas production. I urge you to exceed Chubb’s policy and adopt best-practice policies to limit underwriting of the oil and gas sector.

The Summary for Policy Makers of the IPCC’s 6th Assessment Report, which was published on March 20, 2023 makes clear that time is running out for transformative action to tackle the climate crisis. As the report puts it: “There is a rapidly closing window of opportunity to secure a liveable and sustainable future for all.”

The insurance industry, and your company as a leading global property and casualty insurer in particular, are well placed to accelerate and scale up a just transition away from fossil fuels in line with the conclusions of the world’s leading climate scientists:
- Immediately cease insuring new and expanded coal, oil, and gas projects.
- Immediately stop offering any insurance services which support the expansion of coal, oil and gas production and within two years phase out all insurance services for fossil fuel companies which are not aligned with a credible 1.5ºC pathway.
- Adopt robust due diligence and verification mechanisms to ensure clients fully respect and observe all human rights, including a requirement that they obtain and document the Free, Prior, and Informed Consent (FPIC) of impacted Indigenous Peoples.
