Since new CEO Tim Sweeney started his role in January 2023, Liberty Mutual has fallen even farther behind its US insurance peers when it comes to action on climate change and human rights.

Dear Timothy M. Sweeney,

You are now more than four months into your new role as CEO, and yet Liberty Mutual is falling even farther behind its US insurance peers when it comes to action on climate change and human rights.

Under your predecessor, Liberty Mutual adopted some restrictions on coal but failed to limit any of its services for oil and gas projects and companies. This has made Liberty a critical enabler of fossil fuel expansion, as well as a laggard among the global insurance industry when it comes to climate action.

Last month, Chubb became the first U.S. insurer to limit coverage for the oil and gas industry, with new restrictions on insuring oil and gas extraction in conservation areas and criteria for clients to cut methane emissions. While Chubb’s policy is a significant step forward, it lags behind best-practice oil and gas policies from leading insurers like Allianz, Aviva, Hannover Re, and Munich Re.

You now have the opportunity to make Liberty a bold leader among U.S. insurers by matching and exceeding Chubb’s policy and enacting policies that align Liberty’s energy underwriting and investments with the Paris Agreement’s goal of limiting global warming to 1.5ºC.

This means limiting support for new fossil fuel infrastructure, which would lock us all into a world of runaway global warming. As the International Energy Agency underlined in its Net Zero by 2050 scenario, the path to that goal is "narrow but still achievable" and requires an immediate end to new oil and gas fields, coal mines or coal plants. Potential emissions from oil, gas and coal reserves already in production more than exhaust a 2°C carbon budget, and take us far beyond 1.5°C.

Liberty Mutual is well-placed to accelerate and scale up a just transition away from fossil fuels in line with the conclusions of the world’s leading climate scientists:
1. Immediately cease insuring new and expanded coal, oil, and gas projects.
2. Immediately stop offering any insurance services which support the expansion of coal, oil and gas production and within two years phase out all insurance services for fossil fuel companies which are not aligned with a credible 1.5ºC pathway.
3. Adopt robust due diligence and verification mechanisms to ensure clients fully respect and observe all human rights, including a requirement that they obtain and document the Free, Prior, and Informed Consent (FPIC) of impacted Indigenous Peoples.
